Introducing Packaging and Packaging Waste Regulation (PPWR) for Transit Packaging

The European Union is introducing the Packaging and Packaging Waste Regulation (PPWR), a major regulatory shift that will reshape how packaging is designed, used, and recovered across Europe. PPWR replaces previous directives with a single set of harmonised, legally binding rules governing packaging across its entire lifecycle, from design and use through to end‑of‑life management. The new legal framework will come into force from 12th August 2026, with further items to come throughout 2027 to 2030.

Providing clearer expectations around recyclability, material efficiency, and circular system design for all packaging, the EU goal is that by 2030 all packaging placed on the EU market will be required to be recyclable, alongside increasing obligations around recycled content and stricter design requirements. Leading the globe in an acceleration towards a lower‑environmentally impactful circular packaging system, while maintaining packaging performance and supply chain efficiency.

Why is the EU creating PPWR?

The legislation is being developed to address both environmental impact and market fragmentation across Europe. Packaging waste continues to grow, and inconsistent national rules have made compliance complex for businesses operating across borders. The regulation aims to change this by setting common rules that support sustainability while preserving operational clarity.

The core concepts of PPWR aim to:

  • Create a consistent regulatory framework across all member states
